In plain terms
- SafeGuard GH is not an emergency service. If someone is in immediate danger, call the Ghana Police Service or another emergency responder first.
- Citizens never pay to report a person, search alerts, freeze or recover a card, or send a tip.
- Nothing you submit goes public until a case officer has reviewed it.
- Guardians are unpaid volunteers, not SafeGuard employees or contractors.
- Donations are voluntary, processed by Paystack, and non-refundable except where the law requires otherwise.
- Reporting an adult without their consent, or a false report of any kind, is a serious violation of these terms.
Acceptance of these terms
By filing a report, browsing the registry, applying to be a guardian, submitting a tip, or giving to the Fund, you agree to these terms. If you do not agree with them, please don’t use the platform, and contact us instead using the details at the bottom of this page.
This is not an emergency service
SafeGuard GH is a reporting, review and coordination platform. It is not a substitute for the Ghana Police Service, and a case officer reviewing your report is not the same as dispatching help. If a person is in immediate danger, or a situation is unfolding right now, contact the police or the appropriate emergency service before, or in addition to, filing a report here.
Reporting accurately, and on the right person’s behalf
Every report you file must be truthful to the best of your knowledge. Filing a knowingly false report, or reporting a person missing to harass, locate, or control them against their wishes, is a serious violation of these terms and, depending on the case, may be unlawful.
Reporting an adult requires either the adult’s own consent or a documented case officer review in its place. Submitting a report about an adult without either is not permitted on this platform.
There is no charge to use this platform
Filing a case, searching the public registry, reporting or freezing a lost card, filing a recovery claim, and sending a tip are free, always, for every citizen. Nobody working on SafeGuard’s behalf, including a guardian, may ask you for payment to file, expedite, or act on a report. If anyone does, please tell us immediately using the contact details below.
Officer review and editorial discretion
Every report is reviewed by a case officer before it becomes a public alert. A case officer may edit a summary for clarity or safety, decline to publish an alert, or remove one already published, at their discretion, where they judge it necessary to protect a subject, a family, or the integrity of the platform. This review step is not optional and cannot be skipped by a reporter, however urgent the situation feels.
Guardians
Guardians are community volunteers who receive approved alerts for their own region. Guardianship is unpaid: SafeGuard does not pay, reward, or otherwise compensate guardians for their time. Applying does not make you a SafeGuard employee, contractor, or agent, and does not give you access to any case detail beyond the public-safe alerts a case officer has approved for your area. Misuse of the guardian role, attempting to obtain private case information, contacting a family or subject directly, or impersonating an officer, is grounds for removal from the programme.
Found cards and handovers
The Missing-ID Recovery System coordinates the return of found Ghana Card, Voter ID, passport, DVLA licence and NHIS cards through a neutral drop-point and a case officer’s confirmation. SafeGuard coordinates this process; it does not take physical custody of any card, and does not guarantee that a handover will occur or that a reported card will be recovered. Anyone finding a card that is not their own is expected to act in good faith and follow the handover process rather than contacting an owner directly.
Donations
Giving to the Fund is voluntary. Payments are processed by Paystack under its own terms of service, and SafeGuard does not receive or store your card details. Donations are non-refundable except where required by law. Choosing to link a gift to a specific case does not create any entitlement, guarantee, or right to information about the outcome of that case. We do not publish donor names or individual donation amounts.
What you agree not to do
- File a false or malicious report, or misuse a report to locate, harass, or control someone.
- Use a tip to contact, identify, or attempt to locate a reporter or a case subject outside the platform.
- Attempt to access case detail, reporter contact information, or subject identity that has not been published to the public registry.
- Impersonate a case officer, guardian, or SafeGuard staff member.
- Use the donation flow for fraud or money laundering, or attempt to circumvent Paystack’s own verification.
- Interfere with, scrape at scale, or attempt to disrupt the operation of the platform.
Content you submit
You keep ownership of what you submit, a report, a tip, a photo. By submitting it, you give SafeGuard a licence to use it for the purpose you submitted it for: reviewing, publishing (where approved), and operating the case it relates to. We do not license your submissions for advertising or any purpose unrelated to the case.
No warranty, and the limits of what we can promise
SafeGuard GH is provided on a best-effort basis. We do not guarantee that a case will be resolved, that a missing person will be found, or that a lost card will be recovered. Case officer review times, guardian responsiveness, and outcomes depend on many factors outside our control. To the fullest extent permitted by law, SafeGuard GH is not liable for indirect or consequential loss arising from your use of the platform, though nothing in these terms limits any liability that cannot lawfully be excluded.
Governing law
These terms are governed by the laws of Ghana.
Changes to these terms
If we make a material change to these terms, we will update the date at the top of this page and give reasonable notice on the homepage before the change takes effect.
